The Congressional Black Caucus has had 10 years.
10 years since the first major warning. 10 years to build a wall. 10 years to deliver something — anything — for Black America that couldn’t be undone the moment power changed hands.
Here’s what they did with it.
In 2013, the Supreme Court gutted Section 5 of the Voting Rights Act in Shelby County v. Holder. That was the alarm bell. Every civil rights lawyer in America said Section 2 was next. The Congressional Black Caucus had 10 years to prepare.
In 2021, Democrats took the House, the Senate, and the White House. The CBC had 58 members. There was a Black Vice President. The John Lewis Voting Rights Advancement Act was introduced. It died on the filibuster. The carve-out never happened. The floor war never came. And the Congressional Black Caucus moved on.
In 2023, the Supreme Court upheld Section 2 by ONE vote in Allen v. Milligan — and Roberts’ opinion practically wrote the roadmap for the next challenge. Everyone saw Louisiana v. Callais coming. Everyone.
Last week, the bill came due. The Supreme Court 6-3 in Louisiana v. Callais dismantled Section 2 of the Voting Rights Act. Up to 19 House seats may flip. The Congressional Black Caucus is bracing for the largest collapse of Black congressional representation since Reconstruction.
The deliverable was speeches. And a bill that died.
