Now Mayor Scott is defending his administration and accusing the Inspector General’s office of **misusing and abusing its access**, while Inspector General Isabelle Cumming argues that independent access to city records is essential for her office to investigate the very officials who control those records.

The controversy is also raising new questions about how Baltimore City Hall characterized guidance from the Maryland Attorney General’s Office. The Scott administration previously referred to an Attorney General document as an **“official attorney general opinion,”** while an internal AG email included in the IG report reportedly makes clear that it was an **advice letter to the General Assembly — not an Attorney General opinion.**

When pressed on why his administration continued calling the document an “opinion,” Mayor Scott did not directly answer the question.

Meanwhile, the legal battle continues.

The Baltimore Office of Inspector General is asking Maryland’s appellate court to reject the Scott administration’s attempt to pause a judge’s order requiring City Hall to turn over records. According to the report, **more than 2 MILLION emails remain at issue**, while the city argues additional safeguards are necessary to protect private and privileged information.

Former federal Inspector General Mark Lee Greenblatt also weighed in, arguing that the larger concern is the “tone from the top” and that an Inspector General cannot be truly independent if the government being investigated ultimately controls which records the watchdog can see.

And this reportedly isn’t the first IG investigation involving the same unidentified senior city employee. An earlier investigation cited messages involving inappropriate comments, references to physical violence, employee concerns about management style, and fears of retaliation.
