The investigation quietly surfaced through Homeland Security Investigations New England, which stated it is conducting audits to combat fraud and ensure businesses are not employing unauthorized workers—warning that violations carry severe penalties and national-security implications.
The Gateway office at 124 Canal Street—a hub for Somali-linked nonprofits and MaineCare-funded agencies—has now become a focal point of the probe. This escalation follows a formal request by House Oversight Committee Chairman James Comer, who has demanded bank records connected to Gateway executives and affiliates.
Gateway Community Services reportedly received nearly $29 million in MaineCare payments between 2019 and 2024, much of which is now under question. A former Gateway billing specialist has alleged the organization systematically fabricated service hours using backend access to the Electronic Visit Verification system—claims that align with multiple state audits and Notices of Violation issued by Maine DHHS over nearly a decade.
Despite these red flags, Gateway continued receiving taxpayer funds through no-bid contracts issued by the administration of Janet Mills, with additional grants approved by Attorney General Aaron Frey. Both officials are now accused of obstructing federal oversight, including a secret directive advising state employees not to cooperate with Justice Department investigators.
As federal scrutiny intensifies, Maine Republicans are demanding full cooperation with the DOJ, while Democratic leadership has largely remained silent—raising serious questions about political favoritism, migrant-linked voter operations, and whether taxpayer-funded nonprofits were used as both financial and political vehicles.
