At the City Council hearing, critics warned that the controversy goes beyond wealthy New Yorkers with multimillion-dollar vacation properties. Some council members argued that ordinary longtime residents should not have to hire lawyers or navigate a complicated government process simply to prove that the home they live in is actually their primary residence.
The Department of Finance submitted written testimony saying it is committed to ensuring the surcharge is imposed only on properties actually covered by the law. But council members weren’t satisfied — with one asking the question now hanging over the Mamdani administration:
