Secretary of State Marco Rubio announced that thousands of USAID programs and contracts were canceled following the Trump administration’s review of the agency. At the same time, questions have circulated online about past government-funded cultural programs involving hip-hop overseas.
Does that prove the U.S. government was secretly financing mainstream American rap? No. But it does raise a larger question worth discussing: how much influence can institutions exercise over culture through the art, entertainment and ideas they choose to fund and promote?
