The report further highlights spending on food, decorations, and flowers — including $2,600 for catered items like crab balls and grilled salmon, $217 for a cake, a $324 balloon arch, and nearly $400 in foam boards for a farewell celebration. When pressed by reporters, the mayor maintained that no laws were broken and described the spending as a small fraction of his office’s budget. He defended the use of stadium suites as opportunities for city workers, first responders, and young residents to experience venues they otherwise might not access.
Critics, however, are raising questions about whether something can be “legal” yet still inappropriate — especially as Baltimore faces ongoing financial pressures and service concerns. The Inspector General also noted that her office’s review may have been limited due to restrictions placed on access to certain records.
